4. Project Staff

The DCN has been successful utilizing a team based management approach. Because of this success, the project management structure for the grant reflects a collaborative style with teams created to manage each grant component. The project management structure is discussed in detail in the overview section (page 6). However, the individual strengths of the project staff are critical to the success of the projects. (See Resumes, Appendix C, page 50.)

Vicki Suter

As project manager, both technical ability and project management experience are critical. Ms. Suter has shown a commitment and passion for civic networking,demonstrated by her choice of projects in her career and bytime volunteered to DCN as a Board member and Chair of the DCN Sponsored Projects committee. By training and experience she is exceptionally well suited as the project manager, having degrees in both Management Information Systems and Public Administration. She successfully managed the Caltrans ($500,000) research contract that created the DCN as well as the Smart Communities Project. Of the many civic networking projects sponsored by Caltrans, Ms. Suter's projects were determined by Caltrans to be among the most successful.

The team leaders she will be working with are also well suited for their tasks.

Karl Mohr

Karl Mohr, team leader for the GIS Development team, has taught courses in computerized information systems and, as a consultant, implemented GIS systems for various cities. With an extensive planning background, Mr. Mohr understands the importance of GIS systems to facilitate land use and planning decisions. Mr. Mohr also brings management skills as evidenced by his oversight of the $212 million Major Project Financing plan revision process for the City of Davis.

George Chumbley

George Chumbley is a Certified Network Administrator and Applications Support Specialist for Yolo County. He is a graduate of the University of California, Berkeley with degrees in Computer Science, Political Science and a Masters in Business Administration. His division supports the data processing requirements of all departments by integrating mainframe with Novell networks. Recently, he has been charged with implementing Internet access for Yolo County. As part of implementing Internet access, Mr. Chumbley will provide the technical support for the large volumes of information that will be managed by the County.

Content Developer

This position will be hired by the DCN to focus solely on developing local content. DCN has a unique opportunity to hire an individual with extensive technical and content development skills, such as script programming, graphics presentation, database management and system integration.

DCN Executive Director

The DCN Executive Director position will be filled by 9/96. This position will be responsible for the daily operations of DCN including the management and recruitment of DCN's volunteers. Additionally, the position will be responsible for community outreach and demonstration. Specifically, the successful candidate will have the ability to motivate and inspire the community, to develop positive relationships with key community institutions and skill in public speaking, teaching to inspire and motivate.

Steve McMahon

Steve McMahon is an accomplished programmer and developer who serves as chair of DCN's all volunteer Web Team. A group of six core administrators, with help from up to a dozen other volunteers, meets weekly to review, modify and maintain DCN's web site. (See APPENDIX B, page 39 for a list of the content maintained.)
