MEETING NOTES EVENT: IPC Regular Monthly Meeting DATE: Wednesday, April 7, 1999 TIME: 6:30 - 7:45 pm PLACE: City of Davis Computer Lab, 600 A Street IPC Members: Attending: John Batchelder, Alan Brattesani, John Chiles, Anne Hance, Susan Martindill, Absent: Jason Coffer, Ed Henn, Richard Yamagata, Wendy Yoder Ex officio: Richard Lowenberg Business The Committee approved the CREEC proposal from Yolo Basin Foundation presented by Cheryl Chipman and Judy Fleenor. The project was approved to extend May 1, 1999 through April 30, 2000. Resources awarded were One dial-up account, two Listservs, and Web Team assistance. Discussion 1) We briefly discussed the DCN Board's charge that we develop philosophy, policies, criteria and procedures for Long Term Projects. Richard suggested that long term projects with groups can be partnerships negotiated in a manner similar to the MOU's that DCN has with its major partners. A different approach would probably be needed for individuals who are providing valuable content such as Printed Matter and Davis Picture of the Day. COMMITTEE MEMBERS AGREED TO ponder the possibilities and implications of this Board charge in preparation for outcome oriented discussion next month. 2) We talked about the IPC's role in helping to develop DCN Web content and Anne shared the list of content priorities developed by the IPC several years ago: Priority A. City services and information, access to City staff Business applications Access to City elected officials K-12 Education Priority B. County Government State government Healthcare Public Library Media Social Service nonprofits Priority C. Community College students Agriculture Housing Environmental nonprofits General Public (non specific) University Federal government applications [see NOTES below which includes additional information not shared at the meeting] WE AGREED THAT EACH COMMITTEE MEMBER would, to the extent possible before the May 5 meeting, take some time to browse the DCN web site in order to: a) become familiar with the content b) critique the content (constructively) c) take note of apparent ommissions of content d) consider the ease (or not) of navigating when one is looking for specific information. Alan said he would look particularly at the K-12 content areas. There was some discussion about how content is included in the DCN web and Richard pointed out that DCN is a partnership oriented organization and does not need to be the developer of all of the content that is suggested by the list of priorities (above). The site should provide ACCESS to information of value and interest to the community and this will quite often mean pointing to sites/information developed by our partners and others. Richard mentioned that he and Adam Vogt are developing a web page listing regional resources and the IPC should review this page as we continue our discussions of desired useful/interesting DCN web content/web links. Our disussions at future IPC meetings will need to focus on what information people in our regional community are likely to look to discover on our web site and in what form such information would be most useful. Adjournment was at 7:45pm but several independent small group discussions happened after the meeting. ** NEXT MEETING - May 5, 1999 ** ---------------------------------------------------------------- NOTES: At the time when the content priorities were last discussed by the IPC (9/1996) the following was also noted: "There was general agreement that the web should represent the community, and the Committee should concentrate on underrepresented areas and local content and applications; further, that the Committee should work according to an overall goal that content be local and dynamic. In particular it was suggested that the Committee sponsor development of information and services that aren't going to develop in the private sector on their own. There was strong support for focusing on community organizations as an important target population. "Others suggested that DCN may have a role in providing public education on information technology issues (places to go to find out what's going on)."
