MEETING NOTES (Prepared by Anne Hance - corrections and comments welcomed) IPC Regular Monthly Meeting, Wednesday, July 7, 1999 PLACE: City of Davis Computer Lab, 600 A Street IPC Members Attending: John Batchelder,John Chiles, Jason Coffer, Anne Hance, Susan Martindill, Richard Yamagata IPC Members absent: Alan Brattesani, Ed Henn, Wendy Yoder Others Attending: Richard Lowenberg, Steve McMahon, Jason Aller, Bob Bowen 1. Business a) We welcomed jesikah maria ross and Autumn Labbe- Renault as new members of the IPC. b) We approved the request from Tree Davis for a nonprofit dial-up account c) We approved the project proposal from Bob Bowen for a site for the year 2000 reunion of the Davis Senior High School class of 1970. The following resources were awarded: Approved by IPC on: * July 7, 1999 Project Title: * DSHS Class of 70 Team leader/contact person: * Bob Bowen Team leader contact info: * bbowen@dcn.davis.ca.us Project length: * 1 year Progress reports to IPC: * 2 interim + 1 final (10/1/99; 3/1/00, & final Start date: * July 7, 1999 End date: * July 7, 2000 Dial-up accounts: * One dial-up account Web Team assistance: * Yes Since the reunion is to be in August 2000 we expect this project to request an extension of a couple of months. (The IPC does not award projects more than 12 months but is flexible about legitmate extensions.) 3. Discussions: a) LONG-TERM WEB PROJECTS/SITES Should the DCN host *long term* Web projects with minimum or no charge? A *tentative* consensus was achieved on this issue with a number of aspects still to be figured out. i) BASIC: Long term projects can be approved by the IPC ii) CRITERIA: The projects should be of local and useful character (this statement needs clarification & augmentation) iii) TYPE: Long Term Projects nvolving only shell accounts. iv) COSTS: Projects will either: have been a mini or sponsored project so that a DCN account already exists; or the project will need to pay for the first year of the shell account (about $50) and after that there will be no charge (refer to current nonprofit shell account guidelines). (The above needs clarifying; costs were not discussed.) v) SPACE: Server space will be awarded in increments as needed but may not normally exceed 50MB vi) LOCATION ON THE SERVER: Some discussion centered around a long-time issue - can content that is not developed by the DCN itself be placed within the DCN's own web site. Steve offered the opinion that this might be possible but that DCN would have to assume some controls including some editorial responsibilities. The chair then commented that content that was an IPC sponsored Long Term Project would also need some oversight similar to the nonprofit free shell accounts which are reviewed annually to make sure that they have the same basic character as when approved and that some activity has been happening on the site. vii) CONCERNS: Traffic and bandwidth are a consideration and will need to be monitored. Therefore an applicant should be told ahead of time that this could become an issue when the annual review occurs. Perhaps some fee will be needed if traffic and or bandwidth usage are extreme. Jason Aller, the author of Davis Picture of The Day attended the meeting to contribute to this discussion. The Committee expressed its opinion that the DPOTD was a good example of what a a Long Term Project should be. (However, Jason feeling uncertain of just how he wanted to continue the project, has decided to remove it from the web - at least for now.) b) IPC ROLE IN DEVELOPMENT OF KIOSK SITES We reaffirmed our interest in this project and the creation of a Public Access subcommittee whose chair would be co-chair of the IPC with Anne (who would be chair of the Projects arm of the IPC role). It is anticipated that jesikah will assume the new co-chair role. An essential aspect of this new venture will be our ability to attract to the public access subcommittee a cadre of people with time, energy and a variety of skills including, most critically, technical skill and know-how. It was realized that the new subcommittee will need to develop a written plan to include immediate and long-term goals and objectives, and some guiding policies and procedures. It will be especially important to establish the requirements for success at the outset - for example: standardize the hardware and software so that site maintenace will be the same at each site and on-site overseers can be trained as a group to deal with problems. Jason Coffer commented that he would be interested in helping to develop the requirements of the project from the technical standpoint. Richard Yamagata is a good resource too since he has several year barely suitable for this use.) We observed that we will all need to help recruit people to carry out the various aspects of this project. 4.
