YARN is composed of an Executive Committee with broad regional representation, and assigned project working groups. The Executive Committee currently (1999) includes: Maynard Skinner, Chairman Russ Hobby, UC Davis/DCAS Tom Stallard, Yolo County Supervisor Phillip Marler, City of Woodland Carol Richardson, City of West Sacramento Carlene Naylor, Yolo County Superintendent of Schools Jim Mullen, Davis Chamber of Commerce Rick Guidara, City of Davis Richard Lowenberg, Davis Community Network and YARN staff person. Additional members representing county communities, institutions and businesses are in the process of being added. YARN's projects and staffing have been initially supported by the Davis Community Network (DCN); County of Yolo; Cities of Davis, Woodland and West Sacramento; University of California at Davis; specific program sponsors, such as Pacific Bell; and a 1996-98 "CivNet" grant from the Corporation for Public Broadcasting. Additional sources of support are being developed.
